General Session #1: Leadership Redefined: The 12 X’s of Success for TODAY’S Leader Dave Weber, CEO/President, Weber Associates

Learn how the Corigen Medication Safety Program uses the science of pharmacogenomics and DNA analysis to assess how each participant will respond to medications and to improve how drugs are prescribed.

3. School Risk Management: The Impact of COVID & Beyond – Monica Panait, RMS Manager, Sandy Burroughs and Cori Casey, Risk Management Consultants, Primex3
This session explores the challenges and changes brought on by the COVID pandemic such as claims, coverage/reinsurance, and cyber security, and the impact they had on our school membership and the pool. Join us for a review of challenges, but more importantly, to learn about the next proactive steps in the process of adjusting to our new reality.

4. Minimizing the Strain of Data Collection: Exploring Best Practices with Online Forms – Karim Kuperhause, Director of Sales, clevr
This session will explore the value of cloud-based, online forms across departments including Student Services, Human Resources, Facilities and Finance. The need for a consistent platform to access all district forms, has never been more important. Forms drive information, compliance, transparency among staff and parents, and ultimately, data-driven decision making. The clevr platform integrates with District source systems to sync and verify student, staff, and location information.

5. New Laws & Legal Issues Challenging School Business Officials & Administrators – James O’Shaughnessy, Attorney, Drummond Woodsum Law
In case you blinked ... schools and districts have been subject to many new laws and regulations, over the last three years. This presentation will be a sobering but worthwhile discussion about some of the key new laws that you need to know about.

6. Federal Compliance Update – Lindsey Labonville, Agency Audit Manager & Jessica Lescarbeau, Internal Auditor, NHDOE, Division of Education Analytics & Resources
The Bureau of Federal Compliance is responsible for monitoring the expenditures of federal grant subrecipients to ensure federal funds are used for authorized purposes in compliance with federal statutes, regulations and the terms and conditions of the federal awards. During this session, Lindsey will be discussing some of the federal compliance requirements per the Uniform Grant Guidance, such as, federal procurement, time and effort, equipment vs supplies and subrecipient monitoring.

Join Gordon to learn more about the laws and unwritten rules about establishing, adding to and expending these important funds and how can they be best used to build a stable financial foundation for N.H. School Districts.

2. Adequate Education Formula – Mark Manganiello, Administrator, NH DOE, Division of Education Analytics & Resources Federal Compliance Bureau
The Division of Education Analytics & Resources oversees distribution of adequate state education funding which includes date collection used for and calculation of the state funding formula. Mark will provide an overview of the state adequacy formula, including changes for FY 2022 and FY 2023 and will be available to answer general state education funding questions

3. USDA Waivers for SY 21-22 Food Service – Marty Davis, Program Manager II, NH DOE
In this important session, we will be covering the 12 new USDA Waiver #85 - #96. Additionally, we will touch upon each waiver, USDA waiver Q & As, and which waivers will need further action by the SAU or Organization.

In this session, Amy will walk through the building aid application process. Building Aid is state grant funds to support local school districts in meeting the costs of constructing or reconstructing school buildings. If your district is considering new construction or a large renovation project between July 1, 2023, and June 30, 2025, this is the session for you!

6. NHRS: Past, Present, and Future – Jan Goodwin, Executive Director and Marty Karlon, Director of Communications & Legislative Affairs, NHRS
To fully understand where NHRS is at this point in time and where it is headed, it’s important to understand how we got here. In this presentation, we will walk through some significant events in the history of NHRS, explain how many long-ago decisions continue to resonate, and review some of the key steps taken over the past 15 years to ensure the errors of the past would not be repeated today or in the future.

The critical piece to a successful Community Engagement Plan is listening to everyone and creating solutions that respond to the community’s concerns. Focusing discussions on community participation and community values, as well as the process used to arrive at decisions, will justify the needs and cost. During this interactive session we will introduce you to the components of a successful Community Engagement Plan. You will emerge from this session knowing; the importance of utilizing Strategic Planning to discuss the history, current opinions, and opportunities for building strong voter consensus; how to identify the “voice” of a project; which media best engages and informs the community of the project’s values and benefits; and how to effectively engage the community in design possibilities during the Public Charrette process.

Lance has been instrumental in guiding and assisting dozens of communities to advance their projects from the study phase to fruition. Speaker Biographies

Sandy Burroughs, Risk Management Consultant, Primex3
Sandy joined Primex3 as a Risk Management Consultant in October 2001. Sandy’s primary responsibility is providing
management-related training and consulting services to Primex3’s school district members. Sandy was formerly with ManagedComp of Waltham, MA and Bedford, NH as a Senior Health and Safety Consultant. She has over 20 years of experience in the risk management field providing health and safety-related training and consulting services to clients and has earned the Certified Risk Manager (CRM) and Certified School Risk Manager (CSRM) designations through the National Alliance for Insurance Education and Research. Cori Casey, Risk Management Consultant, Primex3
Cori Casey is a Primex3 Risk Management Consultant with a focus on the emerging cyber liability threats that Primex3 Members are facing. Cori comes to Primex3 after working 22 1⁄2 years with the Concord, NH Police Department. He graduated from the University of New Hampshire in 1997 with a bachelor’s degree in Political Science and a minor in Justice Studies. Following graduation from UNH he began his law enforcement career with Concord PD working as a Patrol Officer and then as a Detective in the department’s Drug Enforcement Unit. Cori was assigned to the Attorney General’s Drug Task Force, where he worked as an Assistant Team Leader and Team Leader in the Concord, Manchester, Nashua region. From 2011-2013 he was assigned to supervise the Concord PD’s Youth Services Unit and later, Criminal Investigations Unit. While in the Criminal Investigations Unit he oversaw the department’s Computer Crimes Unit, made up of Internet Crimes Against Children Task Force Detectives. He has established professional relationships with law enforcement and private sector employees specializing in the areas of computer crimes, network security, and Information Technology. Cori was also responsible for overseeing the department’s Firearm and Driver Training programs and has taught Police Ethics at the New Hampshire Police Standards and Training Council’s Police Supervisor Course.

Amy Clark – School Safety & Facility Management Administrator – NH Department of Education
Amy is a registered professional engineer in the State of New Hampshire and is the administrator for the School Safety and Facility Management bureau at the Department of Education. Prior to joining the Department of Education in 2015, she worked for the Department of Environmental Services for the Water Division. She is a graduate from Tennessee Technological University with a B.S. degree in Civil Engineering and a graduate from the University of New Hampshire with a M.S. degree in Civil Engineering. Amy is an avid hiker, board game enthusiast, and proud mother of two boys.

Victoria Clements, MPH, Director of Operations, Coriell Life Sciences
Victoria Clements, MPH, is the Director of Operations at Coriell Life Sciences. In this role, Victoria is responsible for overall strategic product and process development, vendor relations, and cross-department support to ensure optimal program and product delivery and service. Along with her team, Victoria focuses on full program execution and ongoing support, patient, and clinical support, reporting oversight, program efficiency, and customer success. Victoria has dedicated her career and academic interests to public health genomics by leveraging advances in science and technology that make genetic information accessible to clinicians and patients as part of everyday care. Victoria earned her Master of Public Health degree from Drexel University where her scholarship focused on public health genomics. She received her undergraduate degree in biology from Rowan University.

Marty Davis, Program Manager II, NH Department of Education
Marty Davis is a Program Specialist for the NH Department of Education Office of Nutrition Programs and Services. She is currently the DOE Team lead for the National School Lunch Program and a registered dietitian. She has a long career in Child Nutrition Programs, including as a food service director for a public school and several residential camps.

Cynthia Dickinson, EAP Consultant, Cigna
Cindy Dickinson has worked as an educator, counselor, and wellness specialist for 44 years and has presented for Cigna’s Employee Assistance Program for the past 11. She has a Master of Education in Counseling and Consultation and is a counselor and member of the administrative team in a NH charter school. She conducts Suicide Prevention and Awareness trainings for NH schools and offers a variety of wellness seminars for the National Education Association-NH, as well as teaching Mindfulness throughout New England. She is also certified as a Personal Trainer and Indoor Cycling Instructor and offers workshops on body image and emotional eating.

Tyler Gaudet, General Manager, ServiceMaster by Gaudet
Tyler has 10 years of experience in the restoration industry. He oversees day- to-day operations and the big picture company objectives. He holds IICRC Certifications in water, fire and mold restoration work as well an Applied Structural Drying designation. He has overseen all aspects of ServiceMaster by Gaudet’s municipal work for the last 7 years.

Jan Goodwin, Executive Director, NHRS
Jan Goodwin is the Executive Director of the NH Retirement System. Jan joined NHRS this spring after leading the New Mexico Educational Retirement Board (NMERB), a $14 billion defined benefit plan, since 2008. She is a graduate of Wesleyan University (B.A.), New York University Stern School of Business (M.B.A.) and the University of New Mexico (M.H.A.). Goodwin is also a C.P.A. and the president-elect of the National Council on Teacher Retirement. Prior to leading NMERB, she served as cabinet secretary of the New Mexico Taxation & Revenue Department.

Gordon Graham, Esq., Attorney, Soule, Leslie, Kidder, Sayward & Loughman, PLLC
Attorney Graham was admitted to the New Hampshire Bar in 1986. He was a Law Clerk for the New Hampshire Superior Court from 1986-1987. He has devoted his 33-year legal career to advising school district and town clients on their complex legal needs. He also has extensive experience negotiating collective bargaining agreements, public works building contracts, municipal lease/purchase agreements, tuition contracts, AREA agreements and articles of agreement for cooperative school districts. He is a past President of the New Hampshire Council of School Attorneys and is a member of the Municipal Law Section of the New Hampshire Bar Association; New Hampshire Municipal Lawyers Association and the New Hampshire Council of School Attorneys. He is the 2019 recipient of the Al J. Blastos EDies award for distinguished service to NHASBO.

Marty Karlon, Director of Communications & Legislative Affairs, NHRS
Marty Karlon, NHRS Director of Communications & Legislative Affairs, is responsible for member, retiree, and employer communications and education, as well as monitoring legislation related to the retirement system and providing testimony and data to policymakers. A former journalist, he has been with NHRS since 2010

Karim Kuperhause, Director of Sales, clevr
Former elementary school teacher for 14 years working with students from K-6. Karim was a lead teacher for school reform at the English Montreal School Board. Karim completed a Bachelor of Education at McGill University. Served as a consultant for 9 years within the education technology field including several PowerSchool companies. Founded The Learning Box in Montreal, Canada - a learning center that provided individualized instruction and skill-based learning, for over 17 years.

Lindsey Labonville, Agency Audit Manager, NH DOE, Division of Education Analytics & Resources
Lindsey has been with the NHDOE since 2016 where she started in the Human Resources Office. In May 2018, Lindsey started working in the newly developed Bureau of Federal Compliance and worked closely with Timothy Carney to build a compliance program. Prior to working at the NHDOE, Lindsey was as stay at home mom for three years and worked at receiving her Master of Science Degree from SNHU in Human Resources Management. Before being a stay-at-home mom, Lindsey worked in the Banking Industry for seven years. When Lindsey is not working, she enjoys spending time with family and friends, and hiking.

Jessica Lescarbeau, Internal Auditor, NH DOE, Division of Education Analytics & Resources
Jessica has been with the NHDOE since February 2021. Prior to joining the NHDOE, Jessica worked for several years managing a Lowe’s retail store where she was able to put her leadership skills, organization skills, communication skills and compliance skills to work. In 2019, Jessica obtained her MBA in Leadership Development from SNHU. When Jessica is not working, she enjoys spending time with her two daughters and dog, Tuck. The NHDOE is extremely happy with Jessica joining our team!

Mark Manganiello, Administrator, NH DOE, Division of Education Analytics & Resources Federal Compliance Bureau
Mark has been with the Department of Education since January 2021. Prior to working for the Department, Mark was a performance auditor for seven years with the NH Legislative Budget Assistant (LBA). In addition to conducting program evaluations of State agencies for the Legislature, Mark assisted the Legislature during the 2019 Budget Session in analyzing multiple school funding proposals. Mark has a Bachelor’s degree from Keene State College and a Master of Public Administration from the University of New Hampshire.

Luke Morris, Business Development Manager, ServiceMaster by Gaudet
Luke has 4 years of experience in the restoration industry. He handles all things business development and relationship management. Holding IICRC Certifications, Luke is very knowledgeable in the technical aspect the job process. He focuses on municipal and commercial accounts in our effort to grow our client base and improve the products we offer.

James O’Shaughnessy, Attorney, Drummond Woodsum
James O’Shaughnessy is a member of Drummond Woodsum’s School Law practice group where he focuses his practice on the representation of public school districts, school boards, and other educational institutions, including charter schools and private schools. As leader of the firm’s New Hampshire school law group, Jim’s practice involves the full spectrum of school law matters, including board representation and governance, school district and SAU organization and budgets, cooperative and regional school district issues, school district annual meetings, policymaking, school safety, student discipline, Right to Know law, crisis management (assisting many districts navigate COVID- 19), rights of students and school employees, teacher evaluations, staff misconduct investigations, labor relations and collective bargaining, and compliance with myriad state and federal laws and regulations. In 2019, Jim was elected to serve a two-year term as the Chair of the New Hampshire Council of School Attorneys, and was appointed to serve on the New Hampshire Legislative Commission to Study Cooperative School District Issues. Jim has been named by Best Lawyers in Employment Law – Management and as a “Rising Star” in Super Lawyers in Education Law. Jim is a 2019 graduate of Leadership New Hampshire.

Monica Panait, Risk Management Services Manager, Primex3
Monica has been with Primex3 since 2001. She works primarily with Primex3 school and county members to address their training, consulting and risk management needs. Monica holds a bachelor’s degree in Business Administration with a major in Marketing and has earned the Certified Risk Manager (CRM) and Certified School Risk Manager (CSRM) designations through the National Alliance for Insurance Education and Research. She has also earned the Program in General Insurance (INS) certification through the American Institute for CPCU and Insurance Institute of America. David Salois, Member Relations Representative, HealthTrust
David Salois is a Member Relations Representative at HealthTrust. He holds a bachelor’s degree with a concentration in Public Administration. David joined HealthTrust after serving as the Police Chief for the Town of Raymond for almost 20 years. During that time, David developed a thorough understanding of the inner workings of municipal government, budgeting, and negotiations, as well as a deep appreciation for the importance of comprehensive, cost-effective benefit plans to both employers and employees.
